Colby Phillips

Colby Phillips, CMAA, CMCA, AMS, PCAM, LSM, has served as the Senior General Manager of Captain’s Cove Golf & Yacht Club in Greenbackville, Virginia, since 2021, where she provides strategic leadership to the award-winning multifaceted community. In this role, Colby oversees daily operations across all amenities and operations, including golf,  food and beverage, and recreation, while working closely with the Board of Directors, Members, and her team. As the proud mother of two daughters, Colby balances her professional responsibilities with a strong commitment to family. With over 14 years of large-scale management experience, she continues to inspire those around her through her leadership, warmth, and unwavering dedication to making a positive impact. Colby’s dedication extends beyond her professional accomplishments. She has been a valued member of the Ocean City Beach Patrol for over 30 years, reflecting her deep commitment to public safety and community service. Her favorite holiday is Christmas, and each year she helps Santa by mailing out letters to more than 1,000 children—a tradition that brings her immense joy and connects her to families throughout the region.

John Fox

Community Standards Facilitator

John is Chief of Security; he manages day-to-day security operations to ensure the safety and well-being of members, guests, and staff. John worked for the association from 2006 to 2011 and returned to work for the association in the security department in 2022. John has lived in Captain’s Cove since 2003 and has a home here with his wife, Alex, and two children, Serena and Layton. John is a graduate of Snow Hill High School and studied Information Processing and Computer Science at Worcester Career & Technology Center.

Sara Shifflett

Controller

Sara Shifflett is the Controller for Captain’s Cove Golf & Yacht Club and Treasurer of the Board of Directors. She joined the Captain’s Cove team in March 2022, bringing extensive experience in accounting and financial management. She has worked in accounting since 2007, earned her master’s degree in 2014, and has long had a passion for numbers. Sara oversees the Association’s finances, maintains accurate records, and helps manage resources responsibly to support both current community needs and long-term goals. To her, financial management goes beyond balancing the books—it helps homeowners gain the greatest value from their investment in the community. While numbers may be her specialty, Sara’s favorite part of working at Captain’s Cove is something much simpler: the smiling faces of the homeowners. Having been familiar with Captain’s Cove since 2013, she was excited to join the team and see how the community had grown. Today, she takes pride in the continued improvements, expanded programs, and amenities that have developed during her time with the Association. She enjoys being part of a team that works to make Captain’s Cove a better place for its members, even if much of her own work happens behind the scenes, surrounded by spreadsheets and financial reports. Originally from Harrisburg, Pennsylvania, Sara jokes that she found her way to the Eastern Shore after making a wrong turn. Outside of the office, Sara enjoys spending time with her family, especially cheering on her children at their sporting events. She is the proud mother of three sons, two dogs, and two cats, and Nana to a precious granddaughter. When she can find a little quiet time, she loves heading to the beach or simply being near the water. Between family, pets, and keeping Captain’s Cove’s finances in order, Sara’s life is rarely dull—and she wouldn't have it any other way!

Dana Massey

Accounts Payable & Payroll Coordinator

Dana is the Accounts Payable & Payroll Coordinator for Captain's Cove. She is in charge of Human Resources and employee benefits and worker’s compensation—including payroll—and assists with on-site accounting. Dana has worked for Captain’s Cove for more than 20 years.

Julia Knopf

Community Relations Director

Julia Knopf serves as the Community Relations Director for Captain’s Cove Golf & Yacht Club. She began her journey with Captain’s Cove in January 2018 as the Events Coordinator. As the community has grown and evolved, so has her role, expanding to include communications, marketing, member engagement, and community outreach. Today, Julia works closely with association leadership, staff, the Board of Directors, and community members to strengthen connections, encourage participation, and keep residents informed and engaged. For Julia, the most rewarding part of working at Captain’s Cove is the opportunity to meet people from all walks of life. She enjoys hearing their stories, learning from their experiences, and building relationships with the people who make Captain’s Cove such a unique community. While her responsibilities have expanded over the years, her love of event planning has never faded. She continues to enjoy bringing people together, whether organizing community celebrations, planning family-friendly activities, or hosting large gatherings for family and friends. Julia believes that effective communication goes beyond simply sharing information; it is about building trust, creating connections, and fostering a genuine sense of community. A lifelong Delmarva native, Julia has a deep appreciation for the natural beauty and coastal lifestyle of the Eastern Shore. Whether spending time at the beach or out on a boat, she enjoys the very things that draw so many residents to Captain’s Cove. Beyond her work with the Association, Julia serves on the Beacon Magazine Committee for the Chesapeake Chapter of the Community Associations Institute (CAI), where she combines her love of writing with her experience in community association management to share ideas, insights, and stories with a broader audience. Through both her professional and personal interests, Julia remains passionate about connecting people, celebrating community, and helping make Captain’s Cove a place residents are proud to call home.
